STRATEGIC
GOALS :
From
the strategy works undertaken ten strategic priorities emerged,
these strategic priorities were:
1.
Undertake a housing needs assessment across Ngati
Kahungunu rohe and develop a housing needs database.
To
measure progress a clear set of benchmarks must be created. What
is our current housing status? Where are our needs located? What
resources do we have?
The
strategic targets are:
By
October 2004 to have a operational housing needs/
issues data base
By
March 2005 a full housing needs assessment will
be completed and benchmarking surveys and archiving needs identified.
2.
Integration of constituency and strategy
The
need for integration of this strategy with taiwhenua is paramount
for delivery to whanau and hapu. Ensuring that the housing strategy
aligns with other strategies of the Iwi to avoid duplication of
effort and maximisation of resources.
The
strategic targets are:
By
November 2004 consultation will have been thoroughly
undertaken.
3.
Pursue strategic alliances
This
strategy is about developing key relationships with people and organisations
that have the ability to support the housing strategy.
The
strategic targets are:
By
December 2004 to have identified a team tasked
with developing key relationships and negotiating joint venture
partnerships
By
December 2005 to have established positive relationships
and joint ventures with key organisations.
4.
To eliminate all substandard housing in Ngati kahungunu
The
strategic targets are:
By
December 2009 all substandard housing within Ngati
Kahungunu will be eliminated.
5.
Develop infrastructure that meets service/ needs
requirements
There
needs to be infrastructure developed in place that will service
the needs of a Ngati Kahungunu Housing Strategy.
The
strategic targets are:
By
October 2005 to have secured the required funding
for the implementation of the NK Strategy and Strategic Housing
Framework
By
October 2005 to have an organisation with processes
and systems capable of implementing housing strategy and capable
of managing Ngati Kahungunu investment in housing into the future
To
evaluate strategy works against milestones and completion of strategic
objectives on an annual basis.
6.
Develop a set of housing standards and designs
that upholds and enhances Ngati Kahungunu tikanga.
Ngati
Kahungunu require the highest standard of housing available that
will ensure healthy whanau and vibrant Kahungunu therefore a benchmark
will be set outlining a minimum standard and an acceptable level
of design that complements Ngati Kahungunu tikanga and Ngati Kahungunu
needs.
The
strategic targets are:
By
December 2004 have developed a set of housing standards
and housing designs for implementation across Ngati Kahungunu that
will set a minimum standard for Ngati Kahugnunu housing.
By
December 2026 all housing within Ngati Kahungunu
will meet the minimum standards set.
7.
To ensure that housing outcomes
are responsive and accessible to all Ngati Kahungunu whanau.
All
housing responses will be accessible to all Ngati Kahungunu whanau,
that live within the scope of the strategy.
The
strategic targets are:
By
December 2004 have in place systems that ensure
Ngati Kahungunu whanau have easy access to all housing related products
and services offered by the state and the private sector.
8.
Establish housing programmes
that have a direct Hapu and whanau development focus.
Ngati
Kahungunu housing strategy must have a direct focus upon the development
of housing initiatives and training programmes that will further
develop the hapu and whanau unit.
The
strategic targets are:
By
December 2005 have established three
sustainable housing programmes for Ngati Kahungunu hapu and whanau
9.
To include trade training as
an integral part of all housing responses delivered within Ngati
Kahungunu
This
strategy will seek direct integration with Ngati Kahungunu current
education strategy the ‘ Matauranga Plan'. It is proposed
that trade training courses will be used to develop tangible ongoing
housing outcomes for Ngati Kahungunu whanau.
The
strategic targets are:
By
June 2006 identified partners, priorities, established
key milestones and specified resource requirements for housing related
training initiatives
10.
To monitor the effectiveness of the delivery
and outcomes of housing services to Ngati Kahungunu
All
housing response delivered by either Ngati Kahungunu, the State
or private providers should be monitored and evaluated for effectiveness.
The
strategic targets are:
By
June 2006 to have established a system of routine
monitoring and evaluation of housing provisions/ services and infrastructure
delivered to Ngati Kahungunu
By
2026 to have earned a reputation for having the
very best in housing for Ngati Kahungunu hapu and whanau
