In September 2001 consultation with whanau throughout the rohe of Kahungunu occurred. Whanau shared their views, aspirations and desires which helped shape the development of a vision to guide Ngati Kahungunu into the future. The vision, known as Kahungunu 2026, outlined the vision and mission statements and identified seven strategic objectives to focus on. The Ngati Kahungunu Iwi Inc. planning framework continues to outline priorities, activities and desired outcomes that link directly to the strategic objectives within the Kahungunu 2026 vision.
The 25 year vision (to 2026) for Ngāti Kahungunu Iwi Incorporated describes seven key strategic objectives as follows:
- Economic strength
- Participate as a contributing nation in the world
- Tinorangatiratanga: Independence and self-determination
- Environmental Health and Well-being
- Culturally Strong
- Strong, Vibrant, healthy whanau
- Making our Mark.
The Ngāti Kahungunu 25 Year Vision has statements that describe each of the 7 strategic objectives. These strategic objectives became the foundation for all planning.
25 Year Vision (5 year) Review - Four Strategic Planning Theme
In 2006 the Board reviewed the first five years of the 25 Year Vision and decided to group the seven key strategic objectives under four strategic planning themes:
- Tinorangatiratanga: Independence and self-determination, economic strength
- Kahungunutanga: Cultural strength, making our mark, participating as a contributing nation in the world
- Taiao: Environmental health and well-being
- Whanaungatanga: Strong vibrant, healthy whanau
Nga Ngaru o Kahungunu 2006-2011
The four strategic planning themes became the framework for all annual planning for the following five years. All activities were linked into one of the four planning themes. At the time Ngāti Kahungunu Iwi Incorporated had developed a number of strategies that aligned with the 25 year vision (see list below). Some of these plans contained objectives for the 5 year period from 2006-2011. This five year stage was called Nga Ngaru o Kahungunu. This term was only used in reporting documents to the Board.

In 2007 the Te Ara Toiora O Ngāti Kahungunu Strategy was developed to provide a framework to underpin the 25 year vision while at the same time overarch the Kahungunu strategies.
Office Restructure 2010-2013
In October 2009 the organisation experienced a restructure to build capacity and add value to hapū and marae development and establish an integrated style of operating within the iwi office. It incorporated a senior management team of directors who would align their strategic outputs directly with the iwi’s 25 year vision.
Three Year Statement of Intent 2010-2013
The tari is made up of 3 distinct units: Fisheries & Environment, Health & Wellbeing, Te Reo, Tikanga & Matauranga. A robust Support Services team provides the units with support as well as run the fundamental functions of the office including event management, registrations, communications, finance & administration. The Units continue to focus on implementing the strategies and developing ongoing strategies to progress the iwi's standard. The Board continues to govern the affairs of the organisation while the management team oversees the implementation of this work.
